п»їMARIJUANA GROWING OPERATIONS IN BRITISH COLUMBIA REVISITED 1997-2003.
The results of a comprehensive study of marihuana cultivation in British Columbia were presented. This report describes the incidents of marihuana grow operations coming to the attention of the police; the characteristics of marihuana growing operations; the suspects involved; the actions taken by the police and courts; and penalty. The study confirms that these operations which are dispersed throughout the province are increasing in both size and sophistication. The average number of kilograms of harvested marihuana seized per grow operation tripled from 1997 to 2003. In addition, the number of high intensity lights seized per operation also grew, leading to an associated increase in the average amount of electricity theft per operation. About 1 in 5 grow operations involved hydro theft. The average cost associated with hydro theft per operation was about $2,880 in 1997 and $3,740 in 2003. Background: Washington State legalized the sale of recreational cannabis in 2012. This paper describes the unfolding of the market regulatory regime in an eastern portion of the state, including field descriptions to illustrate the setting. Methods: We made observations and conducted interviews of the local supply chain comprising a producer/processor, analytic facility, and retail establishments as well as querying the state director of the regulatory board. Results: Interviews and observations of facilities suggest an overwhelming concern for black market diversion drives state regulatory efforts. The ongoing dialogue between market actors and the state has resulted in a more equitable distribution of profits at different stages in the process. State safety regulations have thus far been shifted to independent laboratories. Banks and insurance companies have slowly begun making inroads into the industry, despite federal prohibition. Conclusion: The law was conceived as a social justice remedy, but the bulk of the legal and regulatory activity surrounds cannabis marketplace management. This has been characterized by concerns for black market diversion, producer/processor profits, and a hands-off approach to safety regulation. Minor cannabis violations as a pathway to criminal justice system involvement have been reduced substantially but disproportionate enforcement upon racial/ethnic minorities continues.

In 2006, the British Columbia (BC) government passed amendments to its Safety Standards Act. These amendments permit the routine disclosure of electrical usage information from electrical producers to BC's municipalities, ostensibly to identify and eradicate residential cannabis growing operations (grow ops). These amendments originated in a pilot project in Surrey, BC, known as the electrical and fire safety inspection initiative (EFSI), which drew together police, firefighters and others, to identify grow ops through the process of municipal electrical inspections.This paper draws on narrative analysis to critically explore how the report of the EFSI Surrey pilot project uses a series of linked claims to generate interpretative change in the definition of the problem of grow ops. This analysis also shows how claims about grow ops are constructed and gain their potency through links with other social problems, persons, and practices.Though the report of the EFSI project is a prohibitionist text replete with stock characters and themes from the history of Canadian drug policy, the problem of residential cannabis cultivation is made actionable by establishing grow operators as “superdeviants” constructed both as dangerous outsiders and as risks to a host of public safety concerns. These claims are then linked to the notion of an overwhelmed criminal justice system that establishes a “crisis” that justifies extraordinary methods of social control outside the due process of the criminal justice system.Construction of all cannabis cultivators as “dangerous” disavows other possibilities and shores up neo-liberal practices of government that draw on multi-partner initiatives to implement extraordinary methods of social control not necessarily subject to public accountability.
